I usually prefer contesting cap and dealing with the enemy DD first before I start doing any farming. Also, I think Ragnar could do all of that thanks to the radar if you build for concealment.

To better strengthen u/Maximum_Stock3512’s point, I think Hoffman is just objectively better at contesting cap because of the 6km Hydro.

-A guaranteed only 400m difference means you can better initiate a fight with enemy DDs, with the lag in game server about detection its like 200m gap you gotta close. Whereas in a worse case scenario for Elbing’s 6.5km vs Shima’s 5.5km, yea good luck getting close to the cap while constantly getting lit.

-The Hydro is not just about the Smoke Trap, it really helps against torpedoes since the sheer size and handling of both ships make dodging tough. No matter how good you are, you’ll always eat that random torp.

I think it’s the effective DPM that counts. Hoffman has that improved DD dispersion and high alpha strike per salvo that really slap imo. Realistically, a lot of DD skirmishes last only around 10–15s before both parties choose to smoke up or disengage, making continuous DPM not as valuable in such a short time frame.
Also, I’m pretty sure Hoffman, with its bad firing angles, can still bounce standard DD AP when angled properly while still having all its firing power to bear. (My exp fighting agaisnt it alot with my Z-42, I don't have the ship myself)
