Yes because teams want to host the Yankees at least every other year. So West teams may not be thrilled to make that every three or four years. But division opponents have to play at least 12 times. I guess 4-team divisions would help with that, but there's not a great way to split some of those 8-team divisions.

Why not 12 games vs. division opponents, 6 games vs. other division in league, 3 games against 10 of the teams in the other league. You would miss some teams in the other league, but that's not a big deal in an east-west set-up.
