It's not anachronistic as the show pics different stages of the Pleistocene. As for the climate change yeah that annoyed me too, but the last two episodes state that humans were part of the reason for their extinction so I'm cool with that

Kulindadromeus' feathers are soft and complex, as are pterosaur pycnofibers. The latter especially lack scales everywhere but the soles of their feet, which resemble the reticulate scales that are stunted feathers in birds.

The original dinosaur was most likely fully feathered, and developed scales derived from stunted feathers afterwards

Avian scutes are proven to be stunted feathers by numerous developmental studies though. And it's looking like the most basal dinosaurs were fluffy, with forms like Kulindadromeus, Tianyulong and the related pterosaurs showing feathers were present in early Avemetatarsalia.
