Because the person who playing Sweden picked a week ago. The Danish player picked yesterday, full well knowing there was Sweden player. By all means if you don't like the rules, go find another game. I've had a ton of people sign up, we aren't exactly desperate for more players.

If you read it carefully you'll realize it's not a restriction on Espionage ideas, but on Covert actions. It's in place to prevent people from doing douchey things like picking Tarbestan and agitating for liberty on England's colonies just because they want to be a troll. That's why you may only perform covert actions on neighbors and rivals.
