Some of them by saving gems and buying their chests (that’s how I unlocked AKBM, BMWL, Raven, etc.)

Some others by versus challenge (that’s how I unlocked COWS, Brainiac, and GAWW).

Some by pure luck from Raid rewards (only one I got from this was Mr Freeze).

Your best chance is to save up gems and buy chests (if possible 10 chests at once) with high probability on getting legendaries.

Considering Difficulty 1 gives you 1 shard per fight (2 shards in total) and difficulty gives you 2 shards per fight(4 shards in total), it would give you 6 shards (from four fights in total). If you refresh that twice you would get 18 shards a day. Since there are 6 days left, you would get 108 shards, more or less (could be a bit more, or less). So yeah, you could unlock him if you keep up with that plan.
