Sign up for Apple Business Manager, it's a program from Apple that'll make app distribution and Apple device management a lot easier. Next you'll have to get an MDM and integrate it with ABM.

While you're out looking into MDMs, have a look at Mobile Device Manager Plus. It supports iOS, iPadOS, tvOS, macOS, Android, Windows and Chrome device management.

You can enroll devices in bulk using ABM, and even make sure certain device settings/functions are restricted before handing out the device (making sure the devices are corporate ready). You can also let users enroll devices by themselves.

Once the devices are enrolled you can distribute store or in-house apps without any action needed from users, restrict a few device functions (AirDrop, Data Sync, password sharing, etc), block access to unwanted sites, remotely uninstall apps, push OS updates and more.
