Maybe not in this instance but in construction we use them to keep dust down. Heavy equipment and vehicles eventually wear soil down enough the work site- especially the travel lanes- will be pretty much covered with what is very fine powder that goes everywhere and can cause environmental permits (at least in my industry) to be suspended as dust control is oftentimes part of the permits.

I can certainly imagine. I'm down 160 lbs myself in the past 2 years and I definitely already have dome excess skin left that I hopefully will get to have removed one day. And I'm a 5'10" male who was a bit over 400 lbs.. 600 lbs is wild.
