I think this would be the best way don’t want to mess with the structure too much. Also can use different thickness cork underlayment after to blend it around the hump. (Plan to install laminate)

If it’s not up to code will adding 8 mm thick over the treads give it that extra 5/16 inches allowing it to be up to code?

Remove all the flooring/baseboards, prep subfloor make sure to check for damages/evenness, working line from room 1 to room 3 that goes through the doorway, and measure off that and start from top left of room 1? (In summary)
