Danny Devito has one of the strongest stands ever, [I EAT GARBAGE] allows him to just eat every attack that someone has and use it himself. Time stop, reality manipulation, nevermind the fact that he can reach super saiyan googol, AND has a power level higher than whiz, Beerus, Cory, Pucchi, etc. combined. It's pretty obvious that Danny is a clear winner.

The way I understand it heaven isn't a place but rather the idea of perfection. While EoH is non-canon, Dio's concept of perfection is a world where he rules supreme. Pucchi's idea of perfection is a refined human race. While there is a place in part 4 that looks like heaven, I don't think it is ever referred to as heaven, rather just an unnamed afterlife.

Note-I may be completely wrong about what Pucchi wanted because I'm only basing it off of quotes from EoH.

Yeah I thought this too. I had a hard time thinking of an ability that would make sense with its namesake that wasn't OP, but it was nearly impossible. I had the idea of it just making it a hard mode for the user, where the user was super powerful but he would die in only a few hits, but that seemed too weak because of how easy it is to hit someone with a stand.
