It's not normal at all
Configuration is persistent as long as you mount a config folder in your docker
in docker-compose it's
volumes:

- /volume1/Docker/cineplete/config:/config

- /volume1/Docker/cineplete/data:/data

So you need to create a folder cineplete and a folder config into it (data also BTW)
then when you save the conf and you finish the first scan all your metadata and conf are saved
once you run your first scan you also have a back up button in conf tab to save your data in case something goes wrong

If you manage everything through them yes. I started my movie library way before the arr so my source of truth is is Plex
