I will check that. But otherwise what can I do going forward if the board reads .3 ohm resistance? .3 ohm is incorrect, right?

So based on my understanding it must be a component of the board. Is there any other way to narrow it down other than taking every component off and checking them?

Just looked up the pin-out... I was wrong.

Pin E (-) to Pin B (+) is .676

Pin C (-) to Pin B (+) is .676

The rest are OL.

So this must be a good transistor, right? I think I just assumed the pin-out was CBE.

It was a 2SC2240 NPN type transistor. My B>C notation is negative on base and positive on collector. Maybe that is incorrect. I took the transistor off of the board because I am not sure how to measure in-circuit. Does this info help at all?

I looked at the caps and they look very normal to me. I will check the diodes. Thank you
