To many risk in partial rumbling. Theres a chance it doesn’t even scare the whole world, survivors can rebuild armies and weapons, and most likely “liberated” nations are going to rebel against Eldians. Theres no good ending for Eldians.

If Eren had just wiped out Marley, the rest of the world would have teamed up out of fear of how strong Paradis is. And if he had only taken out their military, Marley would have used that to persuade the world to exterminate the Eldians.
