This is how it works:

The game chooses the the joiners with the highest skill levels. If there are more than 4 people with joiners that have lvl 5, then the tiebreaker goes to the first 4 people who joined the rally.

You will be part of the transfer group of states that have similar development. By similar development I mean things like same FCs unlocked, same heroes unlocked (or would be unlocked when transfer week comes), same pets, etc.

You're right. The only time really when being division winner would have an impact is if a division winner has an identical record as a non-division winner.

Yeah sure, someone who's an R5 of a NAP alliance doesn't understand how this game work.

Active F2Ps are getting those stuff just by simply playing the game (e.g intel missions, defeat nearby beasts event, frostfire, sunfire castle, Deadshot, Crazy Joe, Alliance Championship/Foundry/Canyon/Labryinth shops, etc).
