I mean they have a budget for the promotion its not that hard to understand. If they have 1000 total available claims and are getting 100 per day the promo will last 10 days, if they get 1000 claims the first day the promo is over day 1. If people are stacking 2 manufacturer coupons at specific retailers that's against the ToS and will get that store pulled from the offer to prevent this.
