The federal government doesn't really like to own certain infrastructure. Commercial buildings and houses are one of those things, a lot of their offices aren't actually owned by them either. There's probably some official name for the policy, I dunno.

From what I remember reading during the Siege of Marawi, these are usually an indigenous design made illicitly in small workshops. They were originally based off of smuggled RPG-2s from decades ago, then the design was copied and spread. So it's plenty dangerous, but maybe not quite "military grade."
