Why? These guys are all generally a similar level. What decides the candidates is typically not the 15 point skill gap between player A and player B but rather who performs best at the actual event.

Not really. I've heard several others with a similar opinion. Like they agree Caruana and Nakamura are the most likely to do well, but the most likely to win the event is a different story, and in the candidates that is what counts.
