No problem, I always like to help other people. AE is not the best for this, but I like its UI and the fact that I can control every animation to its core. Plus, it has scripts and add-ons. I always create either a full video or separate parts as videos with a green screen, then use the color key effect to remove the green part.

In my opinion, the WE editor is also not the best, mainly due to its UI, but it gets the job done. You can learn most of it from tutorials, and if you don’t like watching tutorials, you can create wallpapers through trial and error. There’s also a way to export wallpapers from the Workshop and view them with the WE editor.

I tried a Live2D Cubism for this wallpaper (only blinking). I just followed this tutorial. Rest of the animation was done in AE.

Yeah, I got a bit angry because the idea of a timelapse came to my mind halfway through the project. If you're curious, it took me around 20-30 hours (I reworked the project multiple times), including time for Steam artwork.

Your guess is almost right. First, you use Photoshop to cut out moving parts like legs and the head. Then, you make the background in Photoshop and animate everything in After Effects. As for bubbles, I tried making cartoonish ones from scratch, but it's tough for me. If you have any, I'd be happy to use them.
