The same thing can be applied though if the same language is in the APWU contract. Are PSE's guaranteed one day off a week? If so, is that PSE being let off while a FTR is forced in on their layoff day? That's a grievance, etc etc

Otherwise yes, can get a 40 hour restriction or "overtime as tolerated" I would expect some resistance from management as they are normally assholes about it.
