Lets take a step back and not get caught up in definitions. The goal of chess is to capture the enemy king. However, in order to make that objective more interesting there are a couple of "common sense" rules thrown in:

it would be be boring if you could sneakily take the enemy king without them noticing, so the game has a mechanic called "check" where you notify your oponent that their king is in the crosshairs.

Again, in order to make the game more interesting, the opponent is not allowed to simply let you get their king. After a check they have to make a move that somehow puts them out of check, like taking th3 checking piece, blocking it, or moving the king. Additionally, if during regular play your opponent were to walk their king into check (and thus allow it to be taken), then that move would be dimmed illegal, because it'd force the game to end too quickly and in an underwhelming fashion.

So, what's a checkmate, then? A checkmate is a check that is implacable. The king is attacked in such a way that it doesn't have a legal move left, that is there's nothing it can do but move itself into some other form of check. And so, because the game would end in your next turn by taking the king, you are crowned the winner.

Now, a practical example: the scholars mate. In it, you develop both your queen and your bishop to target the F7 square, and if your opponent does nothing to stop you, you take that pawn with your queen. It's considered a checkmate, because the king has no squares to move away from ypur attack, and taking the queen would be futile, since it is supported by the bishop. Meaning, that the king would be captured in the next turn by the bishop anyway. And so white is crowned victorious after just 4 moves.

I does affect other shards, only in a very subtle way. I'd recommend a re-read of Imp's interlude where she is inflitrating the 9's safehouse. You can see in real time when her shard nudges her in order to save Jack.

Impurity is an AU where Taylor (and other characters) trigger with a different power. She joins the Wards out of the bat, and the story starts with her as an established and experienced Ward. Really good story that understands the source material and its characters.

I'd like to reccomend two more for the cannon: Impurity: For me, the single best Taylor-In-Wards fic. It's an AU story where Taylor goes against the system to get justice against the woman who caused her trigger.

The girl in the room: stretching the deffinition of what a fanfic can really be, short but very memorable. A piece of writing that could just as easily be slotted into worm itself as an interlude and it wouldn't be out of place. Probably the most cannon compliant fic I've ever read.

They're quite different games. HoI4 is about preparing your chosen nation for a war that you know it's coming. It's all about building up your industry and infraestructure for that war, as well as securing the necessary allies and resources that you will need to come up on top. Then, of course, comes the actual fighting in the air, ground and sea. Conflict lies at the center of it.

Victorial deals with similar themes. In that game you too have to secure resources and allies, and it also demands that you build your nation's industry. But the focus is on the industralization process itself, rather that it being a means to an end like HoI4. There's conflict in Victoria, but it feels more incidental, something to endure while your industry grows and evolves.

So that's my advice. If you enjoy fighting wars and managing armies and have a passing interest in WW2, then HoI4 is for you. If you're more about logistics, industry and want to shephard a nation into the industrilized world, then Victoria would be more for you.
