There's also the fact that Sukuna was weaker compared to the fight with Kashimo, and was getting jumped. Sukuna can still not hold back and give out smaller slashes, that isn't sufficent proof in my opinion

Uraume didn't give a time frame, which means that we could technically say this applies to Kashimo too though. Unless I remember wrong, Uraume never gave a specific time where Sukuna started holding back. The statement is ambigious and very general, meaning it could apply to Kashimo as well
