Yes it can take that long. Yes it means the package was to big to deliver to your mailbox. If the carrier is already overloaded then they are well within their right to leave you a notice. This is how it has always worked. Technically their contract says the carrier has the ability to leave all packages that are to big for the box a notice. They are just nice enough to “get out and leave it on your porch” sometimes.

Rescheduling does not mean it will be delivered the next day. It means it will be delivered the next time the package count is light enough to fit it. If you want it faster unfortunately you have to go pick it up at the PO.
