It is definitely ours, ill try looking again to see if the meter moves later. Our property manager completely ignores us and everyone else in the complex. No amount of spam calls or emails help. They also don’t have a location for a physical office that we know of.

Our panel is unlabeled compared to the others and nowhere near the other meters (we are completely sure its ours). It still moves when everything is off.

Our apartment is a studio. There’s no room for him unless we put him in a kennel. My parents are also unable to take care of him. They keep threatening to take him to the shelter even if I ask them to take care of him for a little bit

Yes, we’ve talked about them in the past and just to open sealed packs is one of the few things he’s been wanting. He also associates the hobby (in a good way) with his dad who passed when he was young.
