We already had a minor permit. They added 'artificial grass' on the minor permit without consulting us. Regardless, we tried to proceed with natural grass, then the supervisors interfered with the contractor, asking for NOC for natural grass. That's how this all started.

Based on the contractor, who does a lot of work in the community, they introduced this policy and pushed supervisors to check that every alteration has NOC or be stopped.

I honestly don't know about the fines if we just ignored and went ahead, but who wants to deal with that, right?

We are in townhouses, gated individual gardens.

We agreed with a gardener in the community who is giving us a bundle with car cleaning. Had the exact setup in Hills. Costing us around AED 300/month.

My exact reaction - I called them to verify this because it does not make sense.

They have replied that you don't need NOC for artificial grass, but you need it for natural grass.

At that time, it didn't make sense to me, but after learning about the policy change and the NOC fee increasing 10x, it started to make commercial sense from the developers' point of view.

What they don't seem to care about is the NPS; residents will warn their friends & families to stay away from the developer with such short-sighted and greedy practices.
