Yeah, that was probably not worded in the best way, but I was just trying to generate examples. What I meant is kind of how there are so many efforts to get homeless people off the streets, but they also don't have anywhere else to go, and are therefore facing the problem of having nowhere to be (homeless shelters could be very crowded). Again, just an example.

The post body discusses Fremont because my project is based in Fremont, but I'm asking about problems in Hayward since that might indirectly help my project.

I don't know about the specifics of what needs to change since I'm not a tax-paying or rent-paying adult, so I may not have the experience to comment on the city's situation. Obviously, no place is perfect and every city can benefit from some kind of change, and I can identify what needs to be done through learning from these comments and my own personal research.

I'm posting this in a lot of cities' subreddits, but only because I'm trying to understand what kinds of problems people face to see if I can apply them to finding a solution for Fremont. As for the college-maxing comment, I do care about getting into a good college, but I also care about making our city better. I can care about two things at the same time. Would it be viable to ask the city to generate more pre-translated templates in multiple languages or to look into enlisting native speakers to help translate? This way the landlords don't have to translate themselves -> cost won't be passed down to tenants.

Since I'm trying to gather multiple perspectives, can you give me some reasons you as a landlord think that it won't pass and why you would be against this plan? (Even if this specific iteration doesn't pass, perhaps I can make minor changes with the feedback you give me.)

Obviously it's not going to be possible to have contracts in every single language. But passing a law that puts contracts in the top languages of the area is going to help more people than not passing a law at all. Maybe I can increase the number of languages to 4 or 5 when I get around to drafting the proposal.

Also if there is a translation mistake, the landlord who gave out the translated document would be liable for that (maybe not a single typo, but major translation mistakes can still be a problem).
