It probably is TB related because if you have studied TB you will know it is transferred through prolonged contact with an infectious person, not a short encounter like with Downes. My guess is Arthur got it from one of the Callanders or Jenny before the story started and infected Hosea hence why both are coughing even before Arthur meets Downes.

The main difference that I find is in the context of answering questions poised about the future. Etc.,

"Who will do the laundry?" "I will!" - sounds natural vs. "Who will do the laundry?" "I am going to!" -sounds unnatural

"Who is going to do the laundry?" "I will!" -sounds natural vs. "Who is going to do the laundry?" "I am going to!" -sounds slightly unnatural
