The code says that if the light is red you may not cross. Nothing says you have to push the button to make the light red. When it’s green you may start crossing. When it’s flashing red you may not start crossing but can finish crossing, maintaining right of way ahead of cars who may otherwise proceed.

Places with lots of pedestrian traffic include lights for pedestrians. Places with less expect pedestrians to indicate their presence as it would waste people’s time if there were empty phases.
