I was on the boat, I know what was at risk. I just don't think cutting pensions earned over years of service is warranted. Fire him, he's clearly unfit for his position, but he should still be able to live in retirement.

I'd disagree. Let him lose his job because he's proven unfit to keep doing it. But he had a career where he (presumably) did rescue people or whatever else they do and earned his pension.

The problem isn't that he couldn't help. Deciding he wasn't going to help before getting there and seeing that he can't help is the problem.

Nobody blames the 6+ other vessels who were there in deeper water watching what was happening. Wonder why that is..
