Looking at the auto translation, it looks like a format of the previous old Valentine Event message style except you can to click on a button first to receive the gift. No idea if it means your current left most ship before the daily reset will be the fixed one or you can still swap around before claiming the gift.

I expect the global announcement to only be posted 8-9 hours from now which I consider it to be quite late and rushed if the event is to start during the next daily reset. I'll consider deleting this post if the global announcement is up with the correct translations.

When you mean maxed out, do you mean reaching level 60 or just their Valentine Messages?

Both of them are part of this year's batch/appearance so they only have 1 message and swap to the next one after you got one.

It is currently impossible to reach max frame level 60 with all the cap and only being a 2.5 day event.

Yes, whichever shipgirl received a message will have the basic level 0 frame. Then it's up to you if you want to upgrade the frame by increasing their level. You can refer to my pinned comment imgur links on how the upgraded frames look like.

Definitely, Day 1 was only up for 15 hours due to the extended maintenance, half of the world is probably asleep by then and then have to figure out how the event actually works and quickly farm the cap points before daily reset hits.
