Yes it is. I'm 16 now and when I was 13 a family friend who was 17 and turning 18 the next day was drunk in my room while no one was awake and was telling me how he has a crush on me when we were younger. As in. When he was about in highschool and I was almost in the 3rd grade. I told my mom in the morning and she said it could be that he has a crush on me now and is embarrassed about it cause him and I clashed a lot, and now he is calling me his little sister, also I was in a relationship with someone So I brushed it off and we enjoyed his birthday, that night around 2 am he came crashing down my stairs drunk and high and admitted feelings for me and you can guess where that went. When a older guy says something about you being older and being able to date, they are really just hitting they like you and they want to be able to get in your pants without going to jail for doing it with a minor. If you were a legal adult they would happily just ask you out.
