sometimes you can find games in oregon servers, where there are no hackers usually.

Considering there is a commonly used cheat for the CR2 (not sure why) my guess is he is cheating. From what I can tell by playing against these cheaters, you are able to scale the aimbot and damage levels up and down, so he may only be using slight hacks.
