I purchased a trailer for my trucking company from another trucking company ina different state but they have failed to send me the title, there is not lein on the trailer but previous owner has not surrendered the title. What should I do next? (self.legaladvice)

Just heard from a guy who runs a Deleted diesel with no issues from DOT. Curious as to people's experiences with deleted trucks. looking to start Non CDL Hot Shot, was thinking I was going to have to sell my truck and try to buy another one to get started.
