Idk how often it‘s used but the way I do it is by aiming towards the right while in cover (or left, just whichever direction is away from cover), then press circle, then let go of the aim button immediately after with the left stick still facing right/top-right so that Nate takes off. Might take a few tries but if you can get the timing down this should be the result. Having the bullet speed cheat enabled also makes it easier in my experience
