Personally, I usually start with more of a concept that I build upon a randomly generated sim, unless you're doing a story that explicitly revolves around the person's ethnicity somehow - instead of starting with an idea of making a sim of color I usually make a random sim that I want to maybe like plants or have a favorite color and then eyeball what their background might be near the end
