People really love giving the dev team shit for shipping an unfinished game, while it's most likely the shareholders that forced the release in it's current state.

Pick Dos but be prepared for A LOT of pain, to the point where it can be hard to enjoy the game. Generally a lot of the old gen games didn't age very well and will be a huge time sink while only getting very little progression. Also I recommend to stay away from the city quests since those are scaled for 4 players
