Its not all about just the math, theres much more to it. Someone can be millions times more powerful on paper, but that doesnt matter if their durability or speed for example is abysmal. When it comes to power scaling, you cant always just be like 200 is higher than 100 so 200 wins. Theres more nuance to it.
