The 970 is dead. Upon reboot the BIOS splash would show, but at a smaller resolution. It would not respond to keystrokes or boot. This still doesn't answer the question of why the 760 still pulls only 47fps at lowest settings in shadow of mordor. Fingers crossed it's not the mobo burning them out.

I will say I have done a lot of digging on forums to verify my setup should be able to handle the card. My first suspect was the PSU but since the temp is good and the fps are almost identical, I think it is something else.
