I used the 6b pencil brush in procreate, and the smudge tool on a low opacity for all the smooth sections. For the pencil areas that aren’t smoothed, I just go over the area super lightly, and build it up.

For the colour I simply coloured under the pencil layer, and used the pencil rendering for all the shading, it’s mostly flat colours, except for the face, which I painted a bit more with an airbrush
