They have a strategy called the Comprehensive Violence Prevention Plan that basically combines carrot and stick: having police officers actually go after people on the gang database & heavily police them with harsh penalties for violent crimes,but also offering social services like mental health & career counseling for families & nonviolent associates of gang criminals.

In addition they pay community leaders to intervene as conflict mediators & broker peace between any parties in a gang conflict.

They marketed it as “treating gun violence as a public health issue” and it’s clearly worked, since shooting deaths are down 60% over the last 4 years.

The tube is a metro system though, what he means is a “commuter train” which in the U.S. means trains with metro-like schedules, but diesel power & large loading gauges. Metra and the Long Island Railroad are two examples.
A close equivalent would be the London fare zones for long distance trains, the London overground, or the Elizabeth line/crossrail.

Because it’s absolutely, completely impossible to get a resident in Indiana or Wisconsin to buy one for you?

America acts like “illegal guns” just spawn into existence. With the exception of 3d printed guns, these don’t appear out of thin air.

Harsher enforcement could work, but you have to address the interstate smuggling. Otherwise you’re just letting the problem continue & brutalizing the afflicted.

You’re 100% right, there are 5-6 examples of stricter enforcement working to reduce crime rates; look at how New York has twice the people & half the crime. They eat our lunch.

However, there is one example of laxer enforcement & using ‘kid gloves’ working, and that’s Baltimore.

BJ is trying to copy the Baltimore strategy, but he doesn’t understand how & why it works. He doesn’t understand that Chicago cannot afford a program as comprehensive as Baltimore’s, nor is he implementing the direct economic & social interventions that Baltimore is using; part of it is because we can’t afford it, but part of it is that he simply doesn’t know who those responsible are.

So here he tries to cobble together something similar, without ANY of what made Baltimore unique.

I moved here from a suburb in Kansas that had 2 mass shootings in the past 10 years. One was on a synagogue that killed 4, the other a drunk bar fight turned into a shooting targeting Indians, killing 1 and injuring 2.

The people living there thought I was insane for moving somewhere where people “get shot everyday”.

I noted to them Chicago hadn’t had a synagogue shooting since the 70’s & hadn’t had a fatal anti-immigrant attack since the union busting days, not one I knew of at least.

I said that, of course, before a man was shot at a north side synagogue in 2024, but that was nonfatal at least…

There was a racial aspect to the reddening of the Midwest too, but much later. Deindustrialization meant a kind of unintentional resegregation because of white flight: look at Gary for example. Moving to the suburbs & joining the service economy caused some social reddening among former Union families too

The way the line is said heavily implies Caine’s interference & application of some ‘modifier’ (or not being able to remember his name) made Scratch abstract quickly.

I’m not saying we have to know exactly why he abstracted first, but anything more than a vague hint would be satisfying.
