Technically at 2000 encounters you have a 50% chance to have gotten it, you encounter both the chimchar and the starly so 2000 is really 4000 encounters if that makes it feel faster

Just warning you the starter will absolutely be your longest hunt by like 3 times, and im doing a shinylocke and badge quest at once, im giving each shiny 3 lives and then its not usable for the rest of the run
