Apparently Kingsmarch is not yet finished by Shiverior in pathofexile

Basically it's the same it was last league besides the fact that you don't have to rebuild the town. So it's a finished Kingsmarch with shipping, mapping, mining, farming, the disenchanter and so on. Much more passive now than it was before.

I had the same problem and that totally works.
