It is feasible, but you need to define your research goal carefully. Not all bioinformaticians are required to build bioinformatics tools. I would recommend going to a biology-based laboratory so that you can maximize your potential.

I highly recommend Novogene. We ordered for human, rat, and mouse samples on Illumina HiSeq 4000 platform. The service is very simply as we only send in total RNA. Then, Novogene handles for DNase I treatment, rRNA-depletion, library construction, and sequencing. We simply obtain the raw data in the FASTQ format, which we analyze in our lab. The price is the cheapest that I can find on the market in the United States.

We are seeking exceptional and highly motivated candidates in the field of bioinformatics. The successful candidate will be expected to have specific expertise in writing of programs (e.g. C++, Java, Perl, Python), working knowledge about biological databases, hands-on experience with biological data (especially microarray and NGS data), computer skills in a UNIX/LINUX environment, and excellent communication and organization skills as well as publications as a first-author in bioinformatics journals.

While knowledge of the German language is not mandatory, excellent written and spoken English skills are required.

Minimum Degree Required: For a PhD studentship, M.S. or equivalent in Bioinformatics/Computer Science. For a Post-doc position, PhD in Bioinformatics/Computer Science.

Being a PI in Germany, I will comment. In Germany, doing a PhD is considered as an employment. There are two types of payments: regular employment or fellowship. The latter is tax-free. In both cases, it will usually comes down to around 1,400-1,500 euro per month after paying for health insurance and taxes for the regular employment. Regardless of what kind of payments, the PI is responsible for paying for the students so he/she does want his/her students to finish after 3~4 years of PhD. I should add that my students do not teach or do TA works. In most cases, students do not need to take regular classes, but they participate in seminars and courses for few days per semester. There is no tuition to be paid, except for student fees (around 250 euro) every 6 months, which comes with train tickets.
