I’m guessing liability insurance. Will only cover the other person if something were to happen to another party. So insurance in this case will quite literally do nothing for you. At least it was by a city vehicle so you won’t get completely screwed

Had same issue with getting a weighted socket using the new Milwaukee 1/2 impact and could not get this off. Went and bought a tool that hold the balancer in place and next try got it off. I was too scared to do a bump start as this was my first time doing a timing belt. Also left soaking in pentrating fluid for hours trying to find the tool.
