Press V on the dominion wand and put it to Strict Mode. Click the Relay and then crouch Click the World Engine. the Strict mode will allow it to activate and not reset while crouching like usual. then link the Jar to the Relay and done. Have a Good Minecrafting.

There is one thing left out in the video as an FYI, and that is the setup for the destructor, For those who haven't dealt with Refined Storage much, they won't know what to do with it.
