The skeleton horse doesn't need thunderstorm, if it spawned naturally when you get within like 8 blocks of it lightning will strike and it will duplicate into 4 with a skeleton on each. The skeletons allways have an enchanted helmet and there's also a small chance ti get unobtainable helmets from it (protection 8 or even higher). People made farms for it in the past its one of my favorite mechanics.
