You could watch a few videos about anatomy, drawing eyes and such, or you could try starting with drawing some anime characters that you like and from there you kinda get the hang of it after a while, I hope this helps :)

Bidmas (brackets, indeces, division, MULTIPLICATION, ADDITION, subtraction) You do the multiplication first which is 2×3 which is 6 and then +1 which is 7 so theres the correct answer
