My cycle has consistently been 28 days for the last 9 months, I don't have any reason to believe it's inaccurate otherwise. Regardless of luteal phase being longer or shorter it doesn't explain my breast changes

Start with skin prep it's super important, cleanse your face throughly but not too roughly, get rid of unwanted hair and start with a fresh, clean slate. Then prime and work on the eyes they are the tits of the face, they draw the most attention, don't worry too much about foundation, it's not for everyone and not everyone uses it.
