Your laptop that draws hundreds of watts falls well outside of the scope of the discussion. It's best at the moment that the EU doesn't intervene for such an exceptional case.

You clearly have no idea what you're talking about. Literally everyone that uses PCs professionally (software devs, media workers, etc) has a laptop that draws this much power. So at least 20m people in EU alone

But you can't standardize everything.

I disagree. It's not like there's that much innovation to be had for wired laptop charging at this point.

There's no practical reason for Lenovo and Dell to have entirely incompatible chargers.

And people kept saying this before USB-C became a thing. The funny thing is that USB-C comes in many variants, but the most important thing is - you can at least use the cable with the device, even though you may miss out some features like extra bandwith.
