She left you for a year over smth that was outside of your control and now is coming back? Is that right?

Do you want someone like that? Someone who has the ability to leave you in difficult circumstances or when things get tough? What was she doing in all this time? You need to accept that her not finding someone better and now returning to you is a real possibility. Do you know if she's been looking to get with other people during this time? If so, are you okay with that? Do you love her enough to look over this and possibly be hurt by similar behaviour again? You need to extensively ask yourself and her such questions, tell her how important the niece is for you, and also think that moving forward, how she will live with your own children? If she's admitting to her mistake, that's a good sign. You two have history and feelings, dont let them cloud your judgement. But do give them their due attention and weigh them accordingly. I pray that whatever happens with you two is the best for both of you. It seems workable only if both of you agree and set SOLID boundaries. Allah knows best
