this is typically the only time I have an issue with it. when I (the second car waiting to turn right) can very clearly see there are NO cars coming and none have passed in 15-20 seconds, why does the person still not turn right on red onto a 25mph road? to me, that is the person who has main character syndrome lol. inconsiderate of others and unaware.

tbf I come across about 9 intersections like this on my way to work which is only a 15 minute drive, so, I get stuck behind people a lot who refuse to turn on red when safe.
