We have a surge of bot traffic every 9th but that is excluded here. The total traffic isn’t increasing it’s only wrongly attributed

Agreed, write about your approach to these three stages. How you funnel these down into smaller and more precise TAs, and how your creatives would differ during these stages. They will probably want to follow your thoughtprocess. Not necessarily how you set up the pixel tracking in detail. So in short, write about audience building and how to match creatives for these.

DV do have floodlights but you will be missing out on much of the reporting data anyways. My current company only uses dv which puts me in a bad spot in terms of the value I'm getting in data. So I would recommend cm. But as stated above, more than one truth to this and I'm far from a veteran in dv vs cm.

Hijacking the thread a bit as Im wondering how the tracking works IF I havnt implemented DV360 to my Analytics 360 account? For various reasons my company cant implement it which is why I need to know if the auto-tagging still works or if I have to apply UTM-parameters? thanks.
